upgpkg: rocblas 5.4.0-1

Update to ROCm 5.4.0:
* Add simple test case to be run after installation to check if the
  package is correctly configured and installed;
* Remove python-pip dependency and add all python dependencies to
  makedepends();
* Force use of local tensile thus eliminating git dependency;
* Follow arch's cmake build policy by setting build type to None;
* Update checksums.
